WEEAC Austria bravely journeyed into Romania, with donations to help out the shelters, that are interested in caring for the many stray dogs in that country.
In Romania no animal rights or animal welfare groups are safe. The police and the government are corrupt and the dogs are ordered to be killed.
I will try to translate some of their journey the best I can....

As they roamed through Bucharest... between modern office buildings they discovered on a derelict plot the first strays and saw that in the burned ruins of houses people lived. "These people, who have themselves not enough to live on, provided the local stray dog food. One woman living there with her baby in her arms, we gave some of our food donations."
They went to the private Shelter "Iceland of Hope" with 200 kg in food donations to bring. "On the way there we saw on the outskirts of Bucharest stray animals, the more we came to the country. However, every few feet in the ditch dead dogs whom were heartlessly left there... In this Shelter dedicated animal rights activists have set up a small island of hope for the strays around. The tour of the kennels left us with heavy hearts."
"The next day we went to the shopping of 200 kg of dog food for the Shelter Fundulea, where last week very bad conditions were known. The owners had simply left the dogs to starve, all of which come from public shelters, to just die of thirst and hunger.
Already on our way we were stopped by the local police because they viewed our car suspiciously. After endless discussions and the notion that we had stolen the food, we provided the invoice of the purchased feed. Arriving at the Shelter, you saw the surviving dogs, the last strains clearly ... it was just heartbreaking. As soon as we began to unload food donations, the police came again, because the owners had called, and have shown us that we steal their dogs ... the dogs that they have left to die!"

They did not leave Romania un-scarred by what they saw and learned first hand....

On 08 March 2014 took place in several cities and also in Munich as well as in other European countries, demos against the slaughter of stray and free roaming dogs in Romania.
Munich had about 250 activists take part. The demo was a successful event. Many passers-by appeared affected and had no idea how brutal people acted against innocent animals. We will long continue fighting until the senseless torturing and killing of animals ceases.

At the door of the municipal amphitheater of Villa Maria which is conducted festival clubs, a group of people who are part of different and independent groups demonstrated for the rights of animals in the city.
An ethical method of population control for city animals, Campaigns on, no collection and disappearance of strays, rabies vaccination and de-worming free, open records castrations, municipal shelter adoptions, are especially required.
A transparent and open system of management visits for all citizens 7 days a week municipal shelter, employees who are scrupulous in dealing with animals and trained veterinarians. Animals are living things and need care 24 hours a day and it is essential that a vet and guard shifts at appropriate times.
We demand the spay / neuter, in an accessible central location for everyone. We want to know where and how the animals are captured!
